First off, Mr. Boogie is only a nickname for the monster at the center of the Sinister movies. His real moniker is Bagul, sometimes spelled Buhguul. Bagul is a pagan god dating back to Babylonian times, and well, he's not a benevolent deity. To survive, Bagul requires the souls of human children, which he literally consumes.
